About the programme

What is career conversion — and who is it for?

The Career Conversion Programme (CCP) is a Workforce Singapore initiative that subsidises a large share of an employee's salary during a structured period of on-the-job training into a substantially new role.

"Career conversion" has a specific meaning under WSG rules: the role must be substantially different from the employee's previous work — not a promotion within the same function, and not a sideways move into an adjacent role. A wholesale trader moving into supply chain analytics, or a generalist HR executive moving into a biomedical manufacturing operations role, are both valid conversions. A senior accountant becoming a finance manager is not.

The funding goes to the employer. You pay the employee's full salary as normal; Workforce Singapore reimburses between 70% and 90% of that cost for the support period — 90% for candidates aged 40 and above or who have been unemployed for six months or more, and 70% for everyone else. Each tier carries its own monthly cap: $7,500 for the 90% rate, $5,000 for the 70% rate.

Support periods vary by sector. Biomedical Manufacturing roles qualify for 12 months — the longest tier available. Infocomm Technology (ICT) roles qualify for 6 months. All other sectors — F&B, Supply Chain & Logistics, Wholesale Trade, Education, and General cross-sectoral roles — qualify for 3 months. CCP is available to both new hires and existing employees being redeployed into a new function. For new hires, the application must be submitted within three months of the CCP commencement date — a tight window that catches many first-time applicants off guard. The programme helps Singapore employers hire or redeploy mid-career individuals into roles that involve genuine career conversion, supported by structured on-the-job training.

The key eligibility question is whether the role is substantially different from the candidate's previous work. The grant is not meant for ordinary replacement hiring, a simple promotion, or a role that is essentially the same as the candidate's past job. The job description, candidate profile and training plan all need to support the case for conversion.

CCP was previously associated with terms like "Professional Conversion Programme" or "PCP" in older searches and references. Who qualifies for CCP?

Two sides have to line up — your company, and the person you want to hire or reskill.

For companies

  • Registered or incorporated in Singapore
  • Offer a full-time contract of at least one year for the CCP role
  • Offer remuneration in line with the market for the role
  • Commit to structured on-the-job training
  • Submit a business or workforce transformation plan

For your hire

  • Singapore Citizen or Permanent Resident, aged 21+
  • Completed national service or graduated at least two years prior
  • Not a shareholder, ex-employee, or related to the company's shareholders
  • New role differs substantially from previous jobs
  • New-hire applications submitted within 3 months of CCP commencement

The employer does. CCP reimburses a portion of the salary you pay the employee during their training period, lowering your cost of hiring or reskilling — it isn't a payment to the worker.

The higher 90% rate applies where the employee is aged 40 and above, or has been unemployed long-term. Otherwise it's 70%. Each rate has its own monthly cap — $7,500 and $5,000 respectively.
